GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs a variety of apprentice and limited  journey-level transmission, distribution, and electrical work in the installation, construction, maintenance, and repair of underground and overhead electric transmission, distribution and service lines, transformers, meters, metering equipment, electrical substations, and related equipment. Work is performed under regular supervision.

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; and talk and hear.  Frequently the employee is required to sit; climb or balance on electric poles; stoop, kneel, crouch or crawl.  The employee must occasionally be able to lift and/or move up to 100 pounds.  Vision requirements are close vision, distance vision, color vision, peripheral vision, depth perception, and ability to focus.  The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, and oils.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Performs a variety of apprentice and limited journeyman level duties in the construction, maintaining and repairing of overhead and underground electric distribution lines and related facilities; operating equipment.
Performs a variety of duties requiring apprentice level skill at the Powerline Technician II level and experience in the construction of new electric power lines and in the maintenance and repair of existing facilities.
Participates in the installation, digging post holes, in the building of platform structures level between poles to hold large transformers, replacement of defective poles by transferring wire to new poles alongside the condemned poles and alignment of power line poles, using hand tools, power winch or block and tackle and rigging.
Assist in the installing, removing and maintaining transformers.
Participates in hooking up primary metering equipment on top of pole and in meter base.
Participates in maintenance of street lights, traffic signals, care of materials, tools and equipment.
Assist in trouble shooting (de-energized) primary and secondary cables.
Assists in the installation of house services and underground services, including primary and secondary.
Loading, and unloading line truck and driving line truck or bucket truck when needed.
Perform line locating.
Install and remove meters; read meters if needed;
Assist in programming meters;
Trims trees; erects banners and decorations;
Assists with a variety of emergency problems;
Responds to emergencies when required; subject to call-back;
Maintains reasonable and predictable attendance;
Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES:
General knowledge of the methods, materials, and tools used in line construction and maintenance work; general knowledge of the occupational hazards and safety precautions of the trade; general knowledge of the principles of electrical theory as applied to electrical circuits and wiring systems; knowledge of first aid and CPR; knowledge of all safety rules as stated in the adopted safety manual. Basic skills in the use of the tools and testing equipment of the electric trade; basic skill in all involved in electric transmission and distribution line, maintenance, and repair; skill in coordinating the various activities of a line crew. Ability to understand and follow verbal and written instructions; considerable ability to climb poles or use of a bucket truck to work at moderate heights with high voltage wires; ability to establish and maintain effective working relationships with subordinates, supervisors, citizens, and members of the governmental organizations and agencies; ability to operate digger derrick, bucket trucks, pickup trucks, and related equipment.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and experience equivalent to the Powerline Technician II level as defined by the lineman career development program established by Electricities.

SPECIAL REQUIREMENTS:
Possession of Class B CDL driver’s license valid and current in the state of North Carolina (Class A preferred).
Possession of first aid and CPR certificates.
